Our responsibility to make digital services accessible

We, highQ Computerlösungen GmbH, are aware of our responsibility to make digital services accessible to everyone.

As a software company headquartered in Baden-Württemberg with customers in the public sector, we are guided by the legal requirements for digital accessibility.

Our website and software solutions are continuously designed to meet the requirements of the current German Accessibility Information Technology Ordinance (BITV 2.0) and the underlying WCAG 2.1.

The website is largely compliant with BITV 2.0.  The DigiAccess tool is also available for more accessible use.

The following content is currently only partially accessible. An improvement is already planned:

  • Some PDF documents may not yet be fully accessible.
  • Some images may not yet have an alt tag.
  • Not all links are fully highlighted and identifiable within the body text.

We are therefore following the standards for accessible web and software design laid down in § 10 L-BGG BW, which are also anchored in federal law (§ 12a BGG in conjunction with BITV 2.0).

Legal foundations

Although, as a private company, we are not subject to a direct legal obligation to ensure web accessibility, we voluntarily meet the highest accessibility standards.

  • This is in line with the objectives of

state laws (L-BGG BW), federal laws (BGG) for public bodies and the requirements of the Accessibility Strengthening Act (BFSG), which has been in force since June 28, 2025.

Many of our products and services – such as software for public passenger transport and solutions in the financial sector – fall under the categories specified in the BFSG (e.g. electronic ticketing apps, banking applications).

We ensure that these are BFSG-compliant in good time and can therefore be used accessibly.

Even now, we are aligning our development processes with the criteria of the European standard EN 301 549, which harmonizes accessibility requirements for ICT products and services.

Measures and compliance

Based on our own assessment, our corporate website is largely accessible and meets the success criteria of WCAG 2.1 at conformance level AA.

Examples include:

  • Images are provided with alternative text. 
  • Videos are subtitled. 
  • The navigation is accessible both via keyboard and screen reader. 
  • We aim to identify and eliminate any remaining barriers as quickly as possible.

We are guided by recognized best practices, including the guidelines of the Federal Monitoring Agency for Accessibility and the BITV test.
